The Province level ESCR Network including some other human rights alliances, calling on the Provincial Government-5 to promptly respond to the coronavirus pandemic, has submitted a joint appeal to the Honorable Chief Minister, Shankar Pokharel to swiftly respond COVID19 with a new budget. The number of confirmed cases continues to rise at alarming rates in Nepal. The Ministry of Health and Population as of June 13, has recorded a total of 5335 cases of COVID19.

Considering the adverse effect of COVID- 2019 worldwide, JuRI-Nepal has issued an eight-point appeal to address access to public resources for poor and marginalized communities in Nepal. The appeal has been formally submitted to the Government of Nepal, highly appreciating the efforts so far made by the Government to date. Civil society organizations today urged to swiftly appoint all commissioners. Civil society leaders, including commissioners of the National Human Rights Commission (NHRC), and other constitutional commissioners emphasized to timely appoint the constitutional commissioners which remained vacant for years. They were speaking at an interaction titled, "UPR recommendations and structural reforms in NHRIs" in Kathmandu. A dialogue on smallholders' (peasant) access to government subsidies and other services concluded with specific recommendations to improve governance structure and law, policies and guidelines. Hon'ble Vijaya Bdr. Yadav, Chairperson of Agriculture, Forest and Environment Committee of Provincial Assembly of Province no. 5 highlighted that constitutional rights have been curtailed by Acts and Rules. He stressed on the consistency among constitutional provisions, laws, policies and government programs that are targeted to the smallholders.
