JuRI-Nepal and NDWA Submit Policy Brief on Barriers to Sexual and Reproductive Health Rights of Persons with Disabilities

On August 14, 2026, Justice and Rights Institute Nepal (JuRI-Nepal), in collaboration with the Nepal Disabled Women Association (NDWA), submitted a policy brief on “Barriers to Accessing Sexual and Reproductive Health Rights of Persons with Disabilities” to Honorable Sita Badi, Minister for Women, Children, Gender and Sexual Minorities and Social Security.

The policy brief identifies key legal, policy, programmatic, institutional, and structural barriers faced by persons with disabilities in accessing their sexual and reproductive health and rights (SRHR), with particular attention to the experiences of women and girls with disabilities. It also presents specific recommendations for strengthening policy, programs, institutional mechanisms, and implementation frameworks to ensure meaningful and equitable access to SRHR services and information. The policy brief was developed based the findings of review of existing laws, policies, strategies, and programs related to the sexual and reproductive health and rights of persons with disabilities. The study and policy brief were developed by JuRI-Nepal under the Gender-Based Violence Prevention and Response (GBVPR) II Project, with the support of UNFPA, with the aim of contributing to evidence-based policy dialogue and reform.

JuRI-Nepal expresses its sincere appreciation to Honorable Minister Ms. Badi for her valuable time and commitment to addressing the barriers and challenges faced by persons with disabilities, particularly women and girls with disabilities from diverse backgrounds. JuRI-Nepal also extends its gratitude to UNFPA for its continued support and collaboration in advancing the policy reform agenda, and to Nepal Disabled Women Association (NDWA) for its valuable collaboration and participation in the submission of the policy brief. JuRI-Nepal remains committed to promoting inclusive, rights-based, and evidence-based policy and institutional reforms to ensure that persons with disabilities can fully and equally enjoy their sexual and reproductive health and rights.
