Multi-stakeholders National Consultation on TFGBV and TFCM Concluded Successfully
Digital technologies and digital platforms have transformed communication, education, business, governance, and social interaction. However, they also present several challenges and risks. Technology-Facilitated Gender-Based Violence (TFGBV) such as online harassment, cyberstalking, cyberbullying, hate speech, non-consensual sharing of intimate images and doxing disproportionately affect youth, adolescent, women, girls, and marginalized groups.
Similarly, online exploitation and child protection risks including online grooming and sexual exploitation of children and technology-facilitated child marriage and trafficking is another crucial issue.
Considering the gravity of the issue, JuRI Nepal has initiated a legal and policy review on TFGBV and TFCM and a draft report has been developed. With the objective to collect inputs from multiple stakeholders from local provincial and federal level on the draft report JuRI Nepal with the support of KOICA and UNFPA organized a National Consultation on the Draft Legal and Policy Review on 12th June 2026 in Kathmandu. The event provided an important platform for multi-stakeholder engagement on emerging digital harms primarily affecting youth, adolescent, women, girls, and children in Nepal. The discussions highlighted significant gaps in existing legal and policy frameworks, as well as the need for stronger legal
recognition, institutional coordination, digital governance, survivor-centered responses, and public awareness measures.
The consultation also generated valuable recommendations from diverse stakeholders, which will contribute to enrich the quality of the review report. The active participation and commitment demonstrated by government agencies, justice sector actors, civil society organizations, and youth representatives reaffirmed the importance of a coordinated and inclusive approach to preventing and responding to TFGBV and TFCM. The finalized report and accompanying policy brief are expected to support evidence-based advocacy and government action towards creating a safer and more accountable digital environment for all.
