Advocate Mr. Raju Prasad Chapagai, constitutional & human rights lawyer by profession, served JuRI as founding Chairperson (2011-2015). As a part of his constitutional and human rights lawyering, Mr. Chapagai successfully litigated a wide range of constitutional and human rights issues in the Supreme Court of Nepal. He also served the United Nations Human Rights Office in Nepal (OHCHR-Nepal) as the Legal Advisor with particular focus on transitional justice and rule of law issues (2007- 2012). He was nominated by the Government of Nepal in 2014 to serve as a member of the Panel of Expert entrusted with the responsibility to advise on drafting Bills in relation to Truth & Reconciliation Commission (TRC) and the Commission of Inquiry on Enforced Disappearance (COIED). In capacity of Adjunct Professor of law, Mr. Chapagai taught Gender and Human Rights inLL.M program at the Kathmandu School of Law (2004-2007). He also worked for Pro Public (Forum for Protection of Public Interest) as a Public Interest Litigation Lawyer particularly litigating gender, environment and human rights issues at the Supreme Court of Nepal (2001-2007). Co-founder and former General Secretary of the Constitutional Lawyers Forum (CLaF), Mr. Chapagai has authored numerous research articles, legislative review reports, analytical commentaries/papers and opinion pieces on constitutional and human rights issues for various national and international publications, including “Review of Legislative Framework and Jurisprudence Concerning the Right to Adequate Food in Nepal”, 2014 published by the FAO, Rome. Advocate Mr. Bhim Pariyar was nominated by the Executive Board meeting held on 20 August 2016. MA in Rural Development Management from the Khon Kaen University Thailand, Mr. Pariyar lately, worked with the UNDP – Armed Violence Reduction and Strengthening Community Security Project. He has extensive experience in the field of project cycle management, human rights, capacity building of civil society organization and result based advocacy. Prior to his assignment with the UNDP, he served with the United Nations Human Rights Office in Nepal, Save the Children (US), International Alert and other national and international organizations.
Mr. Pankaj Lal Karna takes up post of the General Secretary at JuRI Nepal recently. He was nominated by the Executive Board meeting held on 20 August 2016. A practicing lawyer since last seventeen years, Mr. Karna is currently working as the Project Director of MANDWI – USAID funded project. He is specialized in Public Interest Litigation (PIL) on social and environmental issues. Mr. Karna has years of experience in the areas of governance, conflict mitigation and management. A MCL (Masters of Comparative Laws) holder from the University of Delhi, he also received short term training on conflict mitigation and management from the Washington University, the US
Advocate Ms. Aarati Bista Rana has been nominated as the Secretary of JuRI Nepal by the Executive Board. She is currently working as Deputy Project Manager with the Transitional Justice Project under UNDP. Prior to UNDP, she worked the UN Human Rights Office in Nepal, DFID, a multi donor funded Constitution Information Centre Project and National Human Rights Commission of Nepal. She holds Master’s Degree in Law from Kathmandu School of Law and has pursued a short course in American and International Law from the Centre for American and International Law, Texas, USA. Her knowledge and understanding of contemporary human rights issues proved to be an added advantage to her career as a development expert.
Advocate Mr. Shyam BK, LL.M, is currently associated with the Nepal Bar Association as an Executive Member. A practicing lawyer, Mr. BK used to work as an Attorney with the International Legal Forum.
Mr. Chun Bahadur Gurung, MA in Media Studies, has been working as an Independent Consultant mostly with NGOs, INGOs and UN agencies in the field of media, communication and research. Based in Kathmandu, he is serving Bogor based research center – the Center for International Forestry Research as a Research and Communication Consultant. Mr. Gurung as a lead researcher recently authored an article – “Nepal earthquake: Foreign media’s news framing and consequence”. This paper was presented at the annual conference of the IAMCR -2016, the University of Leicester UK. Prior to his current assignments, Mr. Gurung served as Spokesperson of the UN Human Rights Office in Nepal. A journalist by training, he worked as a journalist in conflict and post conflict context.
